Actually... many theaters tried doing similar things with more active cell phone blocking technology, and were rebuffed by local ordinance which claimed it was illegal because it would also block 911 service from a cell phone.
I agree. I do know that the other issue with the "active blocking" technology was that it violated FCC rules because they were unlinced devices which used the same frequencies to interfere with licensed devices.
This new technology is passive so can't run afoul of FCC rules.

I have heard of such things.
How did 911 calls get sent out before cellphones, however?
There was even a time when 911 was not available on cell phones.
It's amazing how easily wants get equated with needs in our society.
